Firefighting technologies have become serious business in Washington, and the ones driving this market are tech startups that came out of California carrying smoke detection cameras, firefighting drones, and forest-clearing robots under their arms. Their destination now is the U.S. Congress, and the goal is singular: secure federal funding to scale what already works at the state level.
But the path is far from straightforward. The Trump administration, which turned its back on the climate agenda and rejects the scientific consensus on human-caused climate change, is the same one that needs to be convinced that investing in these technologies makes sense. And it does make sense, even for purely practical reasons: wildfires are expensive, they devastate communities, and they don’t pick a political party before showing up. The administration itself has learned the hard way that there’s no escaping the costs of wildfires.
With fire season approaching, especially across the American West facing severe drought after a winter with little snowfall, the pressure is mounting and the clock keeps ticking. Major wildfires typically hit between July and September, and forecasts suggest this year could be particularly destructive. That’s the backdrop against which lobbying from the fire tech sector has gained momentum, bringing together everyone from small startups to defense giants like Lockheed Martin in a race for contracts, favorable legislation, and, of course, public money. 🔥
As Phil Hardy, an Idaho lobbyist who now works with firefighting tech startups in the capital, put it, everyone there is asking for money. He sees this year as a pivotal moment for a sector that barely existed five years ago and now has allies on both sides of the political aisle.
So what are these startups actually offering?
The companies that showed up in Washington didn’t come empty-handed. They brought products that have already been field-tested, backed by real data from western states that have been dealing with large-scale wildfires for years. Among the standout solutions are high-resolution cameras that use artificial intelligence to spot smoke in its earliest stages, well before any firefighter could catch it with the naked eye. That’s the case with Pano AI, a San Francisco company that has already signed deals with several western states and recently landed a federal contract with the United States Air Force Academy.
These cameras process images in real time, cross-reference weather data, and send automated alerts to response teams, drastically cutting the time between detection and the first attack on the flames. In regions where every minute counts, this kind of technology can mean the difference between a contained fire and a disaster of historic proportions. According to Sonia Kastner, CEO of Pano AI, catastrophic wildfires aren’t just a California problem, and the only real obstacle she sees right now is funding.
Drones factor into this equation in ways that go well beyond what most people imagine. It’s not just about flying over the fire to get footage, but about actively participating in the fight, carrying retardants, mapping hard-to-reach terrain, and creating barriers that guide ground crews. German manufacturer Quantum Systems, for instance, is one of the best-funded companies in the space, alongside weather satellite operator Tomorrow.io, based in Boston, and emergency communications provider RapidSOS out of New York.
Beyond cameras and drones, there’s a third group of technologies turning heads: forest management robots. BurnBot, born in the San Francisco Bay Area, is a solid example of this segment. These automated machines can clear the understory, remove dry vegetation, and create firebreaks with far greater efficiency than manual crews. The idea is simple in theory but complex in execution: if you remove the fuel before the fire arrives, you reduce both the intensity and the speed at which flames spread.
Lobbying as the sector’s core strategy
Convincing the U.S. Congress to open its wallet for emerging technologies has never been a simple task, and in the current political climate, the challenge is even steeper. The growth of lobbying in this sector is striking when you look at the numbers. In 2020, only two groups reported lobbying on wildfire technology: the utility Puget Sound Energy and the nonprofit foundation XPRIZE. Last year, at least 17 organizations reported contacts with policymakers about new wildfire management tools.
That list includes startups like Sceye, which specializes in stratospheric monitoring, defense giant Lockheed Martin, and nonprofits like Megafire Action, which advocates for policies to limit wildfires. The pitch that’s been resonating most in the halls of Congress isn’t about the climate crisis — it’s about the fiscal cost of wildfires and the real potential these technologies have to save lives and property.
Pano AI took that strategy literally and, in March, set up a live demonstration of its technology right in front of the Capitol. Executives showcased the company’s services with laptops, large screens, and surveillance camera models for lawmakers, staffers, and journalists at an event that even featured an open bar. It’s this kind of direct engagement that has helped the sector build institutional relationships in Washington.
The presence of major defense players in this lobbying push is no coincidence. Companies with decades of institutional relationships serve as credibility anchors for the smaller startups, which often lack the infrastructure or the contacts needed to navigate the legislative process on their own. Since 2012, more than 3.5 billion dollars have been invested in this space, according to data compiled by market intelligence firm Currence. 🤝
Federal money and the fight in Congress
In Congress, the fire tech sector found support on both sides. The centerpiece of the industry’s ambitions is the Fix Our Forests Act, a forestry bill that promotes wildfire research and backs technology adoption through expanded public-private partnerships and multi-agency contracts. The bill passed the Republican-controlled House in January 2025, with support from 64 Democrats, and advanced through the Senate Agriculture Committee in October by a vote of 18 to 5.
After that, the bill stalled due to Democratic concerns about Trump’s federal workforce cuts and a packed Senate schedule. Agriculture Committee Chairman John Boozman said in June that he already has the votes needed to pass the bill — they just need to find room on the floor calendar. Western Democrats who support the legislation have also been working to keep it alive. Senator Alex Padilla of California called the wildfire research provisions enormous, while John Hickenlooper of Colorado said he was cautiously optimistic.
Not everyone, though, is fully on board. Senator Adam Schiff of California was one of the few Democrats to vote against the bill in committee, raising concerns that the law could end up being more of a gift to industry than an actual solution for the forests. Environmental groups also raised objections, worried the bill gives the Secretary of Agriculture broad power to declare emergencies on millions of acres of federal land, potentially opening the door to timber harvesting and limiting public participation.
To boost their chances of landing funding, startups also set their sights on the agriculture spending bill. In a letter to the lawmakers in charge of allocating resources, industry representatives requested 20 million dollars per year to establish a wildfire technology research center capable of testing emerging tools and scaling the most promising ones for widespread use. They haven’t managed to get that item into either the House or Senate texts so far, but the House Appropriations Committee did publish report language supporting the development of new prevention strategies and technologies. 📊
Not everything is smooth sailing, though. In late 2024, the Department of Homeland Security terminated a four-year fire detection contract with N5 Sensors, a Maryland-based company. An audit concluded the sensors didn’t consistently detect fires or adequately alert local partners. The company pushed back hard against those findings, claiming only prototypes were being used and that the deployment scale was too small for the sensors to be effective.
Trump allies warm up to fire tech
Trump repeats, without scientific basis, that climate change doesn’t exist, which in theory would be a massive barrier for companies arguing that a warming planet is behind the wildfire crisis. But the administration has also signaled openness to the tech sector, and some of the president’s allies have been receptive to funding requests.
Republican Senator Tim Sheehy of Montana is one of the lead sponsors of the Fix Our Forests Act and attended the Pano AI reception in March. One of the wealthiest members of Congress, Sheehy built much of his fortune with Bridger Aerospace, a company he founded in 2014 that fights wildfires from the air and has since expanded into wildfire mapping technologies.
Other notable names from Trump’s orbit involved in the issue include Interior Secretary Doug Burgum, a former software executive and ex-governor of North Dakota, and Michael Boren, the undersecretary for natural resources and the environment at the Department of Agriculture. Together, they’ve advised Trump on wildfire policy, which has already yielded concrete results for the sector: in June 2025, the president signed an executive order directing agencies to use technology, including artificial intelligence, data sharing, mapping, and weather forecasting, to improve fire detection and response.
What’s at stake beyond the money
Behind the fight over contracts and federal funding, there’s a bigger question that will define how the United States handles a problem that clearly isn’t going away anytime soon. The firefighting technologies being developed and commercialized right now represent a paradigm shift in how governments and communities respond to large-scale natural disasters.
The federal government’s own structure is evolving to keep pace with this movement. As part of a reorganization of the firefighting bureaucracy, Brian Fennessy, a veteran of the field in California with deep ties to many of these startups, was promoted to lead a new Fire Service within the Forest Service that unifies different federal firefighting agencies. According to Hardy, who lobbies for Bridger Aerospace, Overwatch Aero, and other companies, this administration has shown a willingness to break apart and rebuild systems, and when it comes to wildfires, that was exactly a system that needed rebuilding.
The startups on the front lines of this movement understand that what’s at stake isn’t just one contract or a one-time budget line. It’s about defining which technologies will become the federal standard, which companies will set the technical specifications for the sector, and who will have access to the data generated by all this infrastructure in the years ahead. In regulated markets, whoever sets the standard usually gets the biggest slice of the pie for a long time.
With fire season knocking at the door and American political debate as polarized as ever, the fire tech sector has found a rare moment where practical urgency outweighs ideological differences. Nobody wants to see their town burn, regardless of party affiliation. And it’s precisely in that opening that drones, smart cameras, forest robots, and early detection algorithms are finding room to grow — with or without climate consensus, funded by a government that may not believe in the causes of the problem but definitely needs to deal with the consequences. 🌲🔥
